Most Western universities and
colleges are interested in the Chinese education
market, whether as a source for students or as a
target for developing new services and revenues
through partnerships. But in fact few have
succeeded inside China.
The Partnership Programme within the
International Vocational Education Forum, to be
held in Chongqing from 8-9 November 2005, is
designed to obviate the many difficulties by
selecting appropriate partners in advance for
participating universities and colleges. You
supply a wish list, and we find the potential
partner.This task will be carried out by the
organizers of the Forum: the Chongqing Municipal
Government, the National Association of
Vocational Education of China.
The Forum will consist of two days of
presentations and discussions with high-level
government representatives, Chinese and
International speakers. One of the key
objectives of the Chongqing municipal
government, which runs an area of 31 million
people, is to develop training and
skill-transfer programmes for the millions of
people who will lose their jobs as a result of
the Three Gorges Dam. This may be done in
several ways, including consultancy or training
contracts and setting up joint programmes.
But the scope of the Forum is not limited to
Chongqing; indeed, a second edition is already
planned for another Chinese city in 2006. The
long-term intention is to create academic
partnerships, just as the branch of University
of Nottingham established in Ningbo. In that
important pioneering example, full China-based
degree programmes are now taught on campus in a
venture sustained by the British university, a
private education company, the provincial
government, and the Ministry of Education, under
the recent Sino-Foreign Education Co-operative
Law.
The Partnership Programme has been designed to
facilitate business agreements between foreign
and Chinese universities and colleges. It will
be limited to around 25 participating foreign
educational institutions and an equivalent
number of potential Chinese partners, and is not
limited in scope to vocational education.
Neither the Forum nor the Partnership Programme
will be open to the public or students.

In order to provide an international exchange
and cooperation on Vocational Education, and so
as to push forward the reform and development of
Vocational Education and training in China, an
International Symposium on Vocational Education
and Training is under planning to be held in
China in November 2005.
The Symposium is aiming at striving for a better
and further environment to develop vocational
education and training in China. It is hoped
that, through this Symposium, it will establish
a platform for an in depth interaction and
collaboration on vocational education and
training within and without China in the
situation when we all confront with this ever
rapid changing world. It is also believed this
forum will be a great rally for educators,
government official, and the professionals of
vocational education and training to learn and
share with one another
The tenet of the Symposium:Vocational education
and the education fairness of the harmonious
society
Form and content of the Symposium:
It will include:International forum on
vocational education, communication and research
about private vocational education in China and
also the discussion about cooperative running of
schools.
The development of Vocational Education and the
education fairness;
The role of the vocational education in the
construction of the harmonious society;
How does vocational education meet the need of
the education of the society?
How does vocational education respond to the
challenges of the future;
Challenges vocational education faces in the
trend of economic globalization, and the
progress on science and technology;
The role vocational education should and could
play in West Development and the construction of
Three Gorges Dam;
The international communication and cooperation
in the field of vocational education.

from Danish UNA visited NAVEC
8th Aug. 2005, Ms. Bente
Nielsen, President of the Danish UNA, together
with two of her colleagues paid a visit to
National Association of Vocational Education of
China(NAVEC) in the company of Ms.Zhang Yunfei,
Deputy Director-General of UNA China.
The main purpose of this current visit is to
look more closely the latest developments of the
computer training for laid-off women workers at
the situation. This training class is
contributed by Danish UNA, and sponsored jointly
by UNA China and NAVEC, organized by Zhonghua
Vocational education and training center.Mr.Chen
Guangqing, Secretary General of NAVEC, Mr.Han
Xiaoguang, vice-Secretary General and Ms.Zhang,
principal of the training center greeted the
guests and confabulated with them.
When the guests entered the multimedia
classroom, where the training class was going
on, they received a big hand from the trainees.
They talked with the trainees about their study
and encouraged them to study hard with
self-confidence. All the trainees expressed
thanks to Danish UNA for their liberal donation,
and many of them believed that this training
class would be helpful for them to be
reemployed.
Both Danish UNA and NAVE hope that it is just a
good beginning of cooperation with each other.
A good
beginning is half done!

Distinguished guests,
Ladies and gentlemen,
It's my great honor and pleasure to participate
in this China NGOs conference. Let me begin by
thanking the organisers of this international
conference for bringing us together to reflect
upon the research, policies and issues
confronting NGOs today in the process of
implementing MDGs; And also for their continuing
efforts to promote the communication and
cooperation between the NGOs both at home and
abroad. Our cause deliberations, however, need
to be enriched by the knowledge and experiences
from all other parts of the world. Now on behalf
of the National Association of Vocational
Education of China (NAVEC), I would like to take
this opportunity to reflect on what we have
achieved with regards to our cause-the Warmth
Project related to MDGs- over the past several
years.
NAVEC was founded in Shanghai on May 6,1917. The
famous educationalist and socialite Mr.Huang
Yanpei and other 48 celebrities, such as Cai
Yuanpei, Liang Qichao, Zhang Jian, Song Hanzhang,
jointly established it. NAVEC regards its
responsibility as to call for vocational
education, and to make education closely
combined with labor and society. It puts forward
a slogan that the goal of vocational education
should be "for the populace, and for the
society", "for the individual development; for
seeking livelihood; for serving society; for
increasing of productive forces of the country
and the world". And the aim of NAVEC is to "help
the unemployed to get jobs, and help the
employed to find delight in work". Proofed by
practice that the above-mentioned Vocational
Education Theory are correct and our NAVEC is
just a pioneer in Chinese history of the
contemporary vocational education. Pre-premier
Zhou Enlai addressed at the ceremony of the 40th
Anniversary of NAVEC,"NAVEC is a Party composed
of clerisy, the way of NAVEC's progress is the
developing track of Chinese clerisy". Now NAVEC
has established its local and grassroots
organizations in 15 provinces, municipalities
and autonomous regions, and also in 5 large and
medium-sized cities. There are more than 20,000
individual members, 1,100 group members
throughout the country and more than 180
vocational schools in different forms and at
different levels all over the country set up by
NAVEC.The school enrollment is more than
200,000.We have also published magazines and
books on vocational education. Please check our

On Sep.6, 2000,at the Millennium Summit of the
United Nations, Chinese President Jiang Zemin,
together with other 189 heads of the government
from members of the United Nations gave a solemn
promise about MDGs. In response to the
government's call, NAVEC tries to be the right
arm of the central government to fulfill the
MDGs. We have been incorporating closely MDGs
with training and teaching programmes and our
"Warmth project" all these tens of years.
Since 1995 NAVEC has sponsored the "Warmth
Project", which aims to help unemployed and
surplus labor force both in cities and rural
areas, to find jobs through skill training; and
to help students who have financial difficulties
to continue their study. With the guiding
ideology of "Assisting the government to get
over difficulties; Serving the people with our
soul; and providing timely help to the people
who need it", we have made it our main task to
help the laid-off, unemployed and retired
people, etc., to train them and help them to
find new careers. The Warmth Project has been
developing progressively. By the end of 2004,we
had set up 104 such enforce bodies throughout
the country. About 500,000 people have received
training and 100,000 of them have found new
jobs. With our help, a large number of needy
students, especially those from outlying or
minority regions, can continue study through the
exemption or reduction of tuition fees. NAVEC
has made a great contribution to build a
harmonious society and has won wide recognition
for the work we have been doing.
There are some good examples of our work carried
out throughout the country: NAVEC Tianjin Branch
initiated housewifery service training aiming at
the laid-off workers; NAVEC Anhui Branch trained
farmers on new planting science and skills. It
is not only helpful to preserve the ecological
environment but also to promote the local
farmers to shake off poverty and set out on a
road to prosperity; NAVEC Hunan Branch trained
surplus labor force for special posts according
to the need of the enterprises and combined
training with employment well; NAVEC Yunan
Branch offered consultation services on vocation
and employment and redirected more than 25,000
laid-off workers for reemployment; NAVEC Fujian
Branch set up Dawn Vocational School jointly
with Fujian Provincial Authority of Prison,
specially inculcated the people undergoing
reeducation through labor, also trained them
skills for living so as to help them return to
the society without a hitch; NAVEC Shannxi
Branch recruited more than 4,000 students from
areas inhabited by minority nationalities,
remote and border areas and poverty-stricken
areas without any tuition payments. A great
conference will be held in Beijing by NAVEC on
10th Aug. giving commendation to the advanced
units and individuals in the work of undertaking
the Warmth Project. And there will also be a
discussion about how to promote the Warmth
Project and get further development.
There is still a lot of work for us to do before
the deadline of 2015.But opportunity always goes
along with challenge, and there is no shirking
the responsibility for us to shoulder this hard
task. To accomplish the MDGs, all governments,
NGOs and the whole civil society of the world
should make a united effort and cooperate
closely. As a NGO associated with UN/DPI, NAVEC
goes all lengths to promote our Warmth Project
so as to achieve better results in the MDGs
implementing cause.
Therefore, I look forward to very productive
discussion and continuing partnership with all
our friends and guests here. Sincerely hope that
the Conference will come to a successful
conclusion.
